ISIS in Canada: Chuck Dowdall
ISIS is a world-wide terrorist organization comprised of sadistic and homicidal scumbags. There are actually ISIS members in Canada, and the most prominent and dangerous is Chuck Dowdall.
What the ISIS leadership admires about Dowdall is his sadistic and homicidal nature, and that he has infiltrated the highest echelons of the public sector in Canada. However, they are very concerned about his overt homosexuality. You don't need Gaydar to notice Dowdall is a cocksucker. Very probably he is into the gay S & M scene, and ISIS has plans to literally liquidate him when they take over the world.
Until recently, Dowdall was interim Vice President, second in command at the Toronto Community Housing Corporation, the largest landlord in Canada. He enjoyed sadistic harassment of innocent tenants with subsidized rent in TCHC, and belongs in prison because he is responsible for murdering many former TCHC tenants he evicted. They soon died because of his arbitrary decisions. After his name he lists dozens of his academic credentials. He seems to think he is a "man of letters", but none of the letters are PhD. The overall effect is of a pretentious foot massager. Dowdall is an arrogant asshole who routinely abused his position to harass, terrify and murder innocent tenants. He deserves to be tortured to death and flushed down the toilet.
What brought Dowdall to the attention of ISIS was his cold blooded murder of TCHC tenant Al Gosling. He was an 82 year old frail and ill man who had lived in Toronto Housing for 21 years. Gosling could not fill out the TCHC's incomprehensible annual subsidy forms properly and was evicted in September 2009. He said, "I came home one day. They'd changed the locks. When I couldn’t get in, I looked around for a place to stay. I found a place under the stairway." He slept under the stairs leading to his former apartment for a few days then died. Although his murder was a major scandal, neither TCHC nor Dowdall were charged. In other words, Dowdall got away with murder and ISIS was eager to recruit him.
Chuck Dowdall left TCHC and has not yet been replaced. In December of 2015 Dowdall was hired as Executive Director of the Management Team by an agency named St. Leonard's Community Services, located in Brantford, Ontario. Workers there say he started harassing and firing employees immediately, from the moment he arrived. Over 13 people were fired without just cause, including the most skilled counselors. One had 18 years service with St. Leonard's and another had 8 years. Dowdall's modus operandi is to set people up and play employees against each other. He has no regard for others, it is all about what he can get for himself, and he would sacrifice anything for his gains. Dowdall got rid of other staff with secret agreements where they were given a few thousand dollars and forced to sign a document declaring they can never speak of the deal. That is highly illegal under the labour code. Documents signed under duress in Canada are not valid. Those fired and disposed of were vulnerable people who made little money. Dowdall has no integrity and is a vicious bully. Many St. Leonard's staff and clients have suffered greatly from his sadistic abuse. One counselor had 60 of his clients banned from the centre. Many of them were in recovery.
Dowdall makes over $100,000 per year, but only pays his counselors barely $35,000 a year for their work helping others in the community. He is using tax dollars to line his own pockets, and hires mainly fresh university educated counselors who are deeply in debt, so he can control them with lies and broken promises. Since he came from TCHC, of course he is a liar, a chronic and pathological liar who cannot be trusted. He lies under oath.
Everybody at St. Leonard's hates Dowdall, and some workers have launched a legal case against him because of his sadistic abuse. Several former employees of St. Leonard's have joined their former co-workers in the legal case. Workers at St. Leonard's know all about Dowdall evicting countless elderly and disabled tenants from TCHC housing for no valid reason. They were shocked by the scandals Dowdall has been involved in, and they believe he unfairly fired 44 workers on staff at TCHC.
In early May, 2016, Chuck Dowdall resigned from St. Leonard's amidst numerous lawsuits and unjust dismissals. It happened two days after filing a HRTO response. Many workers at St. Leonards are celebrating. Dowdall lasted one year and 5 months and damaged many families in this community.
